中華民國台灣一戰略學者紐教授學說:
融會了西方學派對戰略的闡述,就理論而言,首先要考慮的就是
國家利益,其次,根據國家利益,來解決國家目標;再其次,根據國家目標,來形成國家政策,最後,才是根據國家政策,來擬定國家戰略.
這才是值得深思
還是沒有瞄或瞥到歷史文化和哲學?簡單來說
國家性格牽動著國家安全戰略

前言:
什麼是國家性格呢?
對立已經是過去;
有些事;早已不再是威脅;
然而;國家性格驅動著國家未來;
特別是,國家智慧,這仰賴新的國家發展戰略和戰術;
所以,現在面對的問題應該是如何來挑戰未來在下個十年?
格外是,在一個新時期;
對於國家未來的安全能源環境,包括,經濟發展;
評心而論,這是不相關哲學和必須要去做,為什麼?
根據研讀和參考後,發現全球安全環境的改變;
已經說明一個框架,這應該能夠指示來建立一個安全國策來面對未來,首先,必須確立新時代的國家性格,共同擬訂新的國家戰略和調整國家相對應計畫;
畢竟,在過去幾年的發展經驗下,努力;
所以,必須重建新的國家戰略:

四部曲:國家性格下的國家戰略預防,參與和合作關係
不可否認,在進入第二個十年,為了保護和保證國家目標;
這是國家必須執行的戰略重點;
它應該能夠加強國家的安全承諾和避免來自全球的威脅風險;
同時,還能夠幫助建立模式來適應和提供國家目標;
防止威脅國家利益;
另外,共同調整國家政策和合作關係來面對快速發展的改變;
當然耳,這能夠討價還價;
所以,在安全關係下可以共同來建立新的性格定義和期盼;
設立管理機構來幫助國家,特別是,在未來二三十年之後;
簡單來說,應該是,可能是:
一,建立全球合作夥伴關係來追求繁榮和平跟自由;
二,防止,強調防止威脅國家利益保證民眾尊嚴和和平解決衝突;
追求成功,這將仰賴能否建構公正和公平的國家性格關係;
也將包括,軍事,經濟和政治關係;
國家性格的任務是加強國家的二十一世紀的競爭要求;
同時,避免減弱國家實力和安全承諾;
應該說是一類支持來提高國家整體安全形勢和增加國家繁榮

What is the National characteristic ?
The opposition is backward.
Something has been already no longer the threat.
However,the national characteristic drive national future,in particular,national intelligence that determined new strategy and tactics of the national development.
So,now that the questions should be:how to challenge for the future in next decade?Especially,in the new period and on national future security and energy,enviornment,including,economic development.Obviously speaking,it is not related to philosophy and has to do so.Why?
After studied and reference,it finds that the global security enviornment has changed,and has showed a framework.It will be able to guide that establish a security national policy to face the future.At first,it must determine new era of national characteristic,work together to build new strategy,and restructure national programs correspondingly.
After all,under the developing esperience did for the past many decades,efforts,it must restructure new of national strategy.

Tune four:under the national characteristic,the national strategy of prevenation,participation and partnership.

It cannot denied that come into the second decades,to protect and promise the national goals,this must execute strategy characterized.
It should be helps to strengthen the national security commitments and avoid the risks of global instability.At the same time,it also can helps to build patterns to adapt and provide the national goals to prevent threats to national interests.
Besides,work together that adjust the national policy and partenship to face fast-moving changes.Of course,it will be able to bargain.
So,under the security relationship,it can work together to build new character to define and anticipation ,that helps nation,in particular,after the second and third decades for the future.
Simply put,it shall be,it can be:
1,It establishes an global parternship to seek prosperity,peace and freedom.
2,Prevenation,it emphasize that preventing threats the national interests,promising people dignity and the peaceful resolution of conflict.
To seek the success,it depend on that establish equity and clear of national characteristic relationship,also,including,military,ecomonic and political relationships.
The mission of national characteristic is that emphasizes that the national demanding competitive for 21st century,at the same time,avoiding to reduce national power and security commitments.
It should said that a support,to improve overall national security situation and increasing national prosperity.
