思考引述:美麗灣飯店開發案

雖說是老梗,但其實,布衣小子對該企業沒啥興趣;

而如就觀光區域發展來說,這是能夠與環境保護兼容;

不僅,有利於該區在地民眾,特別是,也能增加台東縣政府的稅收;

不可否認,應該是雙贏的前瞻佈局?

但為什麼會惹人不爽呢?簡單來說:有兩個戰術錯誤,當然耳,有圖有真相?

一:美麗灣堤防/重創海岸線無庸置疑

二,美麗灣房舍/離海口太近,大抵和北京離海口太近,頗有異曲同工之趣?

這兩類,不過是,在自家門口杵個神主牌似,難怪在地民眾賭爛?哪來的台東地區的觀光視域呢?

換句話說,該企業,雖然有錢,但無工作團隊,也無技術本位來對外說明;

特別是,在地民眾,也可以說是:歷史與文化不及格;

欲以銅臭而欲蓋國家未來觀光發展前瞻與部署,是以,不過是,另類蛋塔笑話後遺症?

不可否認,台灣東部海岸直接面對太平洋,其觀光視域就比西海岸來得大;

但這是國家海洋戰略發展的佈局與系統/National Ocean strategic development for deployable system.

是以美麗灣挨罵,也是理所當然;

特別是,歷史與文化不及格,或海岸線地緣位置也不及格;

自然環境的因素,越來越受關注;

這是不論,中央與地方政府,甚至,團體和民眾;

可能是其開發幅度,已經促使,許多問題的發生?

所以,關注應該是建立在哪類程度上,開發幅度,考慮環保因素?

現有的環境評估,如何授權單位考慮實施環境因素？

現有的法律與當前的地方政府,如何允許和要求,單位考慮實施環境因素？

因為,這類是不相關於歷史,文化與哲學,特別是,藝能事業或小說家,詩人等等;

這份文誌,僅提供一個簡單說明來回答問題:

首先,國家海洋戰略發展的佈局與系統是提供當前與未來的發展基礎上的優勢利益;

同時,也保障民眾的互信,和執行中央與地方政府公共政策的戰略目標;

這類是不相關於歷史,文化與哲學;

簡單來說,環境作戰目標,一般都能夠是經濟發展政策目標的因素;

然而,環境作戰目標,不一定是國家整體的最重要的戰略目標;

因為,環境作戰評估,特別是,國家海洋環境是升級部署的潛在影響系統在行政和管理的空間與命令;

這類還是不相關於歷史,文化與哲學;

所以說,東海岸發展的佈局與系統是研議的潛在影響測試評估在環境資源,地質,地形,土壤;

空氣質量,海洋環境,海洋生物,海洋哺乳動物,陸地生物學,土地使用,交通,娛樂;

社會經濟文化的噪音,資源,安全和環境健康;

最後是.這類真的也是不相關於歷史.文化與哲學!


The factors of natural environment with increasing concerns,and there are no matter what central and local government,even, environmental groups and people,perhaps that their developed magnitudes have prompted numerous questions to occur.
So,these concerns should build on what extent do developed magnitudes consider environmental factors?
How are existing environmental assessment authorizing units to consider environmental factors?
How are legal authorities,and current local government allow and require units to consider environmental factors?
Because of these are related to history,culture ,and philosophy,in particular,show businesses,or novelists,poets,so on.
This article provides a simply explanation,answering these questions.
At first,National Ocean strategic development for deployable system are providing current and future on a developed basis of superiority value,also,at the same time,protecting peoples' confidence,and executing central and local government public policy of strategic objectives.
These are not related to history,culture ,and philosophy.
Simply put,environmental operative-objectives are able to be generally fcators for economic development objectives.
Yet,environmental operative-objectives are not necessarily the most significant national overall objectives.
Because of environmental operative-assessment,especially,national ocean environment is advanced deployable with the potential impacts system in the managed by space and command.
Also,these are not related to history,culture ,and philosophy.
So,as I have said :"Taiwan's East Coast development for deployable system will be the potential impacts of the proposed
tests are evaluated for the following environmental resources: geology, topography, and
soils; air quality; marine environment; marine biology; marine mammals; terrestrial
biology; land use, transportation, and recreation; socioeconomics; noise; cultural resources; and safety and environmental health.

Finally,these are really not related to history,culture ,and philosophy.

台東縣政府和企業集團,知道什麼是戰術錯誤嗎?是不是,挨罵有理呢?

另布衣小子喜歡郭台銘先生有句話;

當然耳,能喊得動布衣小子,大概僅蔡英文;

是以,與其不爽年輕世代的環境保護團體,不如重新檢測:海洋環境評估報告和觀光戰略淨評估;

以有理,有利的說明才能打動在地民眾的擬據心;

然以老掉牙的歷史,文化與哲學,而強行說服,挨罵也是可預期?

或如:親愛的吳副總統就有一個笑話:海豚會轉彎,然以笑話來說服,當然會給凸槽?

因為海豚本來就是很聰明的海洋生物,特別是,與生俱來的生物本能;

遇到自然危險,當然會轉彎!

不然,美國海軍也不會花錢來訓練海豚,為什麼?

然有時會擱淺海岸,大抵是幼年期海豚;

是以我們人類必需幫助牠們,簡單來說:Animal Friendly.

當然耳,國家海洋戰略發展的佈局與系統是滿困難地了解,但可以先請益?

或如:王高成先生,林中斌先生等人,或中國政法所等有很多好學者,相信他們也很樂意地簡單說明;

但如:問環保團體,布衣小子也能想像,他她們也不了解?

重點是:國家海洋戰略才是國家觀光未來發展的前瞻與部署!

既無未來的戰略利益,又老挨罵,何苦呢?
