過去的八年讓台灣的就業機會的損失,但是,長期以來,台灣的技術優勢與生產製造能力仍然存在;
是,以未來的願景是找回與建立技術模式;
因為伴隨著國家經濟安全,先進的科學與技術,將會支持我們的未來;國家政策必須有重大影響來追尋和保證國家未來的技術與產業能力來面對日益強烈的全球經濟,產業與技術競爭;
所以,在地經濟作戰計畫是轉移-決定什麼樣的技術來產生產業能力和運用有限的國家資源;第一章僅是說明在地經濟模式是決定於國家技術和產業能力;雖然,修改產業結構,但能夠滿足未來的國家經濟安全的要求;
具體來說,國家科學與技術,將仔細研究,並瞄繪傳統的作戰基礎,同時,以當前能力來進行評估以滿足國家經濟安全目標;
它的戰略定義是保證與保護一個可執行的國家技術,在未來的產業能力與作戰基地;
這類不相關於歷史,文化與哲學;

三,在地經濟作戰模式,重整國家科學與技術和產業能力,這可能需要幾年的努力和方向,因為改變是不確定的未來;
是以,努力和方向,可能是或如:
一,我們保證與保護,令人滿意的的國家科學與技術和產業能力來支持在地經濟作模式的未來作戰能力;
二,盡可能降低老掉牙的歷史,文化與哲學對在地經濟的影響,甚至,破壞原有的技術和產業作戰基地;

換句話說,經濟安全計畫,必須繼續地實行來面對這類不確定性;
因為,國家,必須再次地重整產業系列來面對區域與全球的經濟穩定和可能性生存,特別是,產業基地;

This operation is only according with 蔡英文 of explanation,that discuss simply some of difficult strategic policies.It cannot denied that their war-fighting objectives are to intensify national science&technology and industrial capabilities,in which,give nation can  rapid response at a future time that face global economic,and political change.In recent years,Global and Europe of economic crises seems to provide the opportunity for nation is to thinking.So,as we must re-check,andchange national resources are to  national science&technology and industrial bases,and than,intensify national competitiveness for the future.
These are not related to history,culture and philosophy,simply put,national survival ability.Because of national survival ability is determine to national science&technology,and industrial bases,and capabilities,which its can be defined as people of talent,technology and production capacity are to create nation and prople riches,especially,used to develop and manufacture,in particular,they achieve our national&homeland security objectives.Unless 布衣小子 of eyes drives insane,or not?Because of these are not related to history,culture and philosophy,simply put,national power.At the same time,the war-fighting actions of national science&technology,and industrial capabilities can be on the instable and uncertain way of economic and political reform,that keep a fundamantal strategic principles are to supporting national local economic development,especially,our national security objectives.In other owrds,China's explanation was exactly right:騰籠換鳥.National local economic development can provide a rapid industrial response capability,that face in a future crisis.
After all,poor industrial transition may make national industries response to a crisis,difficult.Because of very old history and culture have spoken so much and for a long time,or can only keep smaller powers.So as we will deal with challenge and crisis of the future,we must lead  the future of a  long-term national science&technology,and industrial capabilities,in whuch,in order to establish national strategy and war-fighting operation,especially,our national security objectives.This will be fundamental strategic definition of local economic development by 蔡英文.Because of these are not related to history,culture and philosophy,simply put,power,competitiveness,survival ability.

We have faced that economic crises came from Global,even,Europe,or and elsewhere, also,including, current and future,as well as national finance of deficits and budget distributions,so as national local economic development will be re-detection and assessment for national defense pattern in the future. After all,local economic development of war-fighting scale and objective is determine to national demands of the future,and perhaps that how much it can sustain?
