事實上,中央政府必須終結歷史來驅動地方政府的參與,而不是證明給錢;
畢竟,地方政府無法處理,重大的自然災害的後果!
終結歷史的國家洪水作戰,將建立多元方案,以開發,設計與教育知識來降低水災的影響;
這是不相關於歷史與文化!
不充份的作戰能力將不能提供保護給民眾;
簡單而已,特別是,國家與社會應該接那終結歷史,並執行來降低損失!
頑固的歷史與文化從來沒有提供一個明確的國家洪水作戰的建立;
簡單來說,長期以來,中央政府與地方政府存在的水問題和潛在的作用之間缺乏共識;
換句話說,立法院沒有制定與考慮,一些立法機制,以建立一個國家洪水作戰計畫;
或面對恐怖主義行為,甚至,人為!
幾乎是一倉庫的歷史與文化在立法院中,卻沒有類似的終結歷史作戰行動,以預防水災!
終結歷史的國家洪水作戰,將是一個可以接受的共識,以實現與降低,整體災害損失;
終結歷史將會衡量成功?
台灣現在有一個好的理解在終結歷史,預防能力來面對自然災害;
這是不相關於歷史與文化!
自然災害問題
立法院不爽建立一個終結歷史的國家洪水作戰來強調真實的國家經濟學與精算原則,放棄頑固的歷史與文化利益;
畢竟,終結歷史的選擇能力來決定激烈的自然災害,這是國家承諾在民眾,而不是,頑固的歷史與文化!
頑固的歷史與文化,缺乏共識和足夠的國家作戰能力!
最後是,終結歷史,歷來在國家發展中發揮相當重要作用,並承擔風險;
是以,建立一個明確的國家洪水作戰機制,以降低民眾和產業,避免,自然災害的潛在損害;
這是不相關於歷史與文化!
終結歷史將是合理範圍的預防災難問題.特別是.中央政府的參與.而不僅是給錢!

(2),Ending of history is to the establishment of national flooding war-fighting program.

In fact,the central government must be ending of history to push participation in the local governments,rather than,proofed that we paid for money.
After all,local government could not handle the consequences of a significant natural disasters.
The national flooding warfare of ending of history will establish multi-program to develop,design and educate knowledge for reducing the impacts of flooding.
This is not related to the history and culture.
It is simple.inadequate war-fighting capability will not be provided to people by protection.In particular,nation and society should be adopted ending of history,and enforced loss reduction.
The stupid of history and culture have never provided for the establishment of clear national flooding warfare.
Simply put,the lack of consensus among the central and local government as to the existence of water problem and the potential role,in longer term.
In other words,the Legislative yuan none has been enacted except with considered some legislative mechanism to establish a national flooding war-fighting program,or face acts of terrorism,even,man-made disaster.
Almost history and culture were in the full house,the Legislative yuan was no similar ending of history war-fighting action,to prevent flooding.
Will the national flooding warfare of ending of history be an acceptable consensus to achieve and reduce overall disaster losses.How ending of history will measure success?
Taiwan now has a better understanding in the ending of history to face natural disasters.This is not related to the history and culture.
Natural disasters problems
The Legislative yuan has felt like out of sort to establish a national flooding warfare of ending of history that emphasize the true of national economy and actuarial principles , and forgone the stupid of history and culture.After all,the ending of history choice ability to decide strong natural disasters.This is national commitment to people,rather than,stupid of history and culture.
A lack of consensus and national war-fighting capability on what screwed stupid of history and culture up.
Eventually,the ending of history has historically played a significant role,and assuming risks,so,as establishing an explicit national flooding warfare program to reduce potential losses to peoples' and industries from natural disasters.
This is not related to the history and culture.
Ending of history will be justified by the prevention of the disaster problem,in particular,the central government's involvement,not only paid for money.
