前言:

依據台灣經濟部的報告，大概有四千公里的管道，相互交錯在台灣；

平心而論，這些管道是台灣不可或缺的產業供應鏈，同時，連接到其他重要的基地；

雖然，許多管道的不良材料，造成環境破壞與民眾安全的潛在性威脅；

是以，安全的基本部署是採取高效能的技術升級，而不是歷史與文化！

多年以來，全國管道早已經存在，也通過擁擠的人口區；

是以，管道系統容易受到意外事故，特別是，恐怖攻擊；

是以，立法院應該建立管道安全法案，並授權國防部，成立管道安全處，以強化國家管道安全；

另外是，也需要強化，儲存場所安全，避免意外事故與恐怖攻擊；

作為一個整體管道系統，與相對於其他產業安全意外，可能導致多種原因：

控制系統故障與操作失誤，第三方開挖與腐繡，另外是，地震與水災，也可能損壞管道；

所以，重新建立國家管道安全記錄是必需的；

尤其是，排除歷史與文化的造假與唬爛！

其實，在絕對數量的管道，很少造成多人死亡；

是以高雄爆炸案是屬於單一管道意外事件，這就是災難性的歷史與文化！

是以這樣的高雄爆炸案，我們必須強化管道實質性審查，國土與城市相關的管道安全，這是中央政府的責任！

我們必須反擊歷史與文化的管道安全危機

管道很容易受到歷史與文化的破壞和恐怖攻擊，包括，其他物理作戰模式；

特別是管道安全是國家潛在性安全目標，而不是歷史與文化，這是有歷史故事！

管道安全的未來

立法院必須重新審議法案，給予主要權力在國防部，規範城市管道安全的關鍵原則－

設計，營運維護與緊急應變作戰；

另外是，交通部重新審議管道和危險材料管理規範，以促進遵守國家安全標準；

最後是，終結歷史，強制產業執行＂嚴重後果的老實經紀人經營的安全理念＂；

As the Legislative yuan should be passed the tubeline security Act,and to authorize the D.O.D.where builds tubeline security office to intensify National Tubeline Security.
Moreover,we also need to intensify storage sites security where avoids accidents and terrorist attack.
Taken as a whole,releases from tubeline systems compared to other industry's an accident security may result from control system failure and operator inaccuracy,and third-party excavation with corrosion,in addition to earthquakes and floods can also hurt tubelines.
So,re-establishment of National tubeline security record is necessary,especially,eliminates imitativeness and "BIG WORDS" of history and culture.
Indeed,tubeline releases have caused relatively few people died in absolute numbers,so as Kaohsiung city explosions is belong to a single pipeline accident ; and this is catastrophic history and culture.
Such as Kaohsiung city explosions,we must intensify actual investigation,increased Homeland and city activity related to tubelines security which is duty for the central government.

WE MUST COUNTERATTACK TUBELINE SECURITY CRISIS OF HISOTRY AND CULUTRE.

Tubelines are pregnable to history and culture destruction and terrorist attack,including by other physical war-fighting models.
In particular,tubeline security is as potential National security objective,rather than history and culture.This is belong to historical story.

FUTURE OF TUBELINE SECURITY

The Legislative yuan must re-deliberate Act that is given primary authority to the D.O.D.is to regulate key principles of city tubeline security : design,operation and maintenance, and emergency response war-fighting.
Moreover,DOT administers re-deliberate regulations of tubelines and dangerous materials,in order to promote compliance with National security standards.
Finally,the Ending of history is to force industry's implementation of "sincere-manager" management of security concept with a serious consequence
