Somehow created end owments include the skill , the technology and knowledge base, government support, and culture.

It is not denied that this represents that establish for their determinants of comparative advantage.


宋楚瑜談治水：問題在能力

親民黨主席宋楚瑜昨天指出，治水是中央與地方共同的責任，問題不在藍綠，是能力的問題，「如果政府不好好處理，明年還是會發生同樣的問題」。

宋楚瑜表示，未來5都面臨很多麻煩，包括治水、防洪、山區公路及財政問題等，都不是5都政府可以處理得來的，必須靠中央政府一起做。

宋楚瑜還說，風災過後，很多人在救災，做災後重建，但很少人關心到，造成大量死雞和暴斃的魚群「到那裡去了」，沒有人說得出這些雞和魚到那裡去了，他更擔心萬一被成了魚丸「被民眾吃下肚怎麼辦？」，但是都沒有人重視這個問題。

他說，有問題要中央和地方合作解決，而不是吵架，治水是中央與地方共同的責任。台灣的問題不在藍綠，是能力的問題，「在於政府有沒有把民眾當一回事」。

親民黨在高雄市提名吳益政及李蕙蕙參選市議員，宋楚瑜下午出席吳益政競選總部成立大會。
