in particular,seeks in the interests and interaction of security and stability.
The means diversificatin and integration capabilities of the national order reflects real potential national center of influence.
It should be able to improve national&city development,especially,the opening to cooperation of international relations.
So,the national order and city development should be provided through partership interaction.
Perhaps that explain that it is a adjustment to make the national influence and establish a future security framework.
The city cooperative development also depends on the national order interation with security framework.
Believes that the China should follow the same pattern.
