環境思考下描國家能源工業發展
 
不可否認,將會出現越來越多對環境的注意,也促使許多問題對環境因素有甚麼影響?
這文誌僅提供一個簡單思考,不是一個報告;
思考包括:
一,以哪類程度來考量環境因素?
二,以哪類規定和法律要求來執行環境因素?
通常來說,環境因素是一個戰術目標,所以,它會是公共政策,但是,不一定是最重要的國家整體目標;
可能是提供給國家和民眾,及時和有價值的基礎,並且,擁有民眾的信任來執行公共政策的國家戰略目標;
當然耳,可能還有許多因素考量;

然而,有些因素有相互關係和優先順序,所以,目前也不清楚;
但是呢,政黨不能剝奪特定商業和其產品的平等保護原則,可能是,違反國家憲法;

畢竟,理想產品的環境屬性可以違背採購規定的完整和競爭條約行為,除非,廢除基本法則;
所謂,使用環境因素有可能在操作談判基礎,但是呢,也有可能條件;

然而,依據研讀,甚麼是綠色產品?它應該僅是合理購買的最好價值基礎,或是說,減少生命成本;
總之,執行非核應該是依賴具體的環境屬性和使用標準,同時,擬定新的國家供應,雙邊合約,包括,相關性商業聯結;

特別是,需要總統發布行政命令來促進綠色市場的技術提升,格外是,更好的環境!
