The integrate will make developing toward the goal,because this is need to responsible and provide secure to face energy challenge,in particular,reducing dependence on oil ,at the same time,increasing energy efficiency.
Perhaps that the nation will help people and businesses save money.This should be that the nation and people efforts,including,cooperation between the
political parties,in particular,nuclear power ,clean coal,natural gas and renewable energy,as well as the cutting edge of energy technology to work together for 21st century.

蔡英文主席對馬總統發表能源政策的回應 【2011/11/3】

針對馬英九總統提出「確保核安、穩健減核,打造綠能低碳環境、逐步邁向非核家園」能源政策,民進黨主席蔡英文今(3)日表示,馬總統未正視核電風險,持續進行核電計畫,非僅不利我國永續能源政策的推展,執意核四運轉,更形同讓非核家園的實現延遲到三十年後甚至更久,讓下一代的台灣人繼續承受風險與恐懼。蔡英文說,顯然只有政黨再次輪替,非核家園的目標才有機會落實。

蔡英文表示,馬總統一方面主張核四要商轉,一方面說:「寧可犧牲核電,絕不造成核災」。這句話乍聽之下有點動聽,但是如果仔細的想一想,其實是自我矛盾、完全禁不起檢驗。蔡英文說,日本福島核災的畫面至今歷歷在目,而根據專家的估計,這次核災所帶來對日本人民和土地的傷害恐怕要超過三十年以上。特別是地震、海嘯這樣的天災根本不是人類可以事先預防的,一旦危及核電安全,那時才要放棄核電、犧牲核電恐怕早就來不及了。

蔡英文說,這也是為什麼在福島核災後,世界上許多國家紛紛調整核電政策,希望在最短時間內完成非核家園,唯獨馬總統似乎對這股國際趨勢無動於衷。

對於馬總統主張核四將在民國106年啟用,蔡英文則表示,過去半年來,包括原能會官員在內,越來越多的核安專家對興建中的核四廠安全性提出警告,例如七月間,核四安全監督委員林宗堯便提出《核四論》,用「完全崩壞」來形容核四目前的施工狀況,而原能會副主委謝得志,更多次向府院高層提出「建請核四年底前停工」建議。而九月起,多位核四安全監督委員更因為建言無效而陸續請辭。蔡英文質疑,馬總統說為了提出這項能源政策,曾親自召開十多次會議,但為何這些甚至是見諸報端的官員、專家的意見,為什麼總統就是看不見?

蔡英文表示,我國的「環境基本法」中明確規定「政府應訂定計畫,逐步達到非核家園目標」,但馬總統卻執意繼續核四計畫,依照核四廠服役年限為30年來算,這形同讓未來30年,也就是我們的下一個世代,繼續生活在核安風險的恐懼當中,而政府如果決定繼續依賴核電,當然就不會積極的推動節能,也不會認真的發展再生能源,更不會致力於改善發電效率,「因為有了核電廠,好像一切都不必要做」。

蔡英文說,這就是為什麼民進黨要提出「2025非核家園計畫」,就是希望從現在開始十三年的過程中,徹底的調整台灣的產業和能源結構,讓下一個世代就可以免於核災的恐懼,而相對於馬總統的繼續擁抱核能,蔡英文認為,唯有再次政黨輪替,台灣才能真正走向非核家園。
