不可否認,國安局長蔡得勝先生有言中云:安全,這是全球共識;
特別是打擊極端歷史暴力主義,等等;
是以在兩岸安全互動下,開放和交流,格外是,這是不相關於老掉牙的歷史,文化和哲學,等等;
另外是,要區別甚麼是民主訴求?甚麼是顛覆或反政府示威?當然耳,有圖有真相:
國安局長蔡得勝先生:捫心自問,這樣的行為是訴求國民健康嗎?
相同的行為,如果發生在美國或英國,德國?國家安全局會有甚麼行動嗎?
如果,此情此景,發生在蘇聯或東德國家安全局?又會是甚麼狀況呢?
最後,就國安局長蔡得勝先生說:「我們要什麼樣的開放」、「我們和大陸未來應該朝向怎樣的關係發展」?
其實也很簡單:終結歷史,安全互動,夥伴關係,穩定共處!

前言:
不可否認,歷史設計,可能或應該是,不再適合未來;
因為,全球早已經改變,特別是,過去的十年;
國家必須有承諾來有效地實施設計適當的國家策略,它不相關於老掉牙的歷史,等等,尤其是,必須要這樣作來面對下個十年;
本文開始:
國家承諾提供依據和集中國家智慧來建立國家未來能力,尤其是,軍事戰略能力,換句話說,它是國家里程碑,其說明,或如:
一,建立國家承諾基礎上來驅動新模式的國家核心利益和價值思維;
二,新模式的國家結構和國家外交和安全政策;
三,新模式的國家聯合聲明;
換句話說,它是新模式的技術和知識發展,共同面對全球議題,尤其是,區域整合和全球政治合作的戰略視域;
因為,它可能帶來新的國家經濟和工作機會,自由流動的資訊,特別是,政治自由;
雖然,進程讓人感覺不爽,旦它擁有幸福和希望在未來;
簡單來說,實現這類可能性,將需要採取協調一致的國家聯合作戰行動,畢竟,僅是參與,不能防止所有的問題,旦是,聰明的策略能夠預防;尤其是,它還是不相關於歷史,等等;
換句話說,我們應該共同努力來防止衝突;
不然,它可能是永遠不會實現的國家承諾,甚至,有益於民眾;
也可能,造成不幸的可能性發生;
伴隨著全球和社會改變,國家安全理念也將會擴大;
特別是,挑戰政治價值思維;
不可否認,這是新的共同的目標,因為機會是未來的投資;
所以,在每一個階層,政治價值思維的想像力將重新啟動;
對於安全,有些事是不會改變;
國家領導地位是重要的,國家責任取決於其權力和共同的政治價值思維,所以,必須盡一切努力來確保國家安全與責任;
放眼未來,這是特別的機會,或如:
一,國家政治穩定和社會和諧方向,將有助於國家安全和外交政策的能力和目標;
二,建立安全夥伴關係,共同面對許多複雜的威脅和維持依賴;
三,國家安全可以保有經濟,軍事和文化力量來發揮明顯作用;

Chapter 4:Under the interation,new security coming in the second decades of 21st century.
Foreword:
It cannot denied that historical designed may or should not be appropriate for the future.
Because globe has already changed,in particular,in the last decade.
Nation must have commitment which will be necessary to design national strategy appropriate for nation and people.They are not related to very old of history,etc.Especially,to meet next decade we have to do so.
Areicle is beginning:
National commitment have provided the basis and focused national intelligence to establish national ability for the future,especially,military strategic-capability.In other words,it is national landmark.
1,Build on this foundation of the national commitment to drive new pattern of national core benefits and values concept.
2,New pattern of national structures and national foreign and security policies.
3,new pattern of national joint statements.
In other words,they will be new pattern of the development of the technologies and knowledges,that we are working together to meet global issues,especially,regional integration and the strategic vision of the global political cooperation.
Because it may bring new of national economy and jobs opportunities,with free-flowing information,in particular,political freedom.Although,it feel out of sort,but they do have well-being and hope in the future.
Simply speaking,achieving these possibilities,will need concerted action on national joint operation.After all,only engagement cannot prevent all problems,but,smart strategy can prevent,especially,they are not related to history,and so on.In other words,we should be work together to prevent conflicts.
Otherwise,the national promise may never be achieved,even,as well as benefit to people.Also,it may bring about possibility of misfortune to occur.
Following as global and society changes,concept of national security will expand,in particular,political values concept will be challenged.It cannot denied that it is new and common goal.Because opportunity is investment of future.
So,in every sphere,political values concept of imaginations will be re-start.
For securt that some things will not change.National leadership will be of principal importance.National responsibility depends on its power and common of political values concept.So,we must be made every effort to make sure national security and responsibility.
Moving forward to the future,it is special opportunity.As followed:
1,National stability and direction of society harmonious,that will help national security and foreign policies capacties and goals.
2,Establish security partnership that we are working together to meet many of complex threats,and sustain dependent.
3,National security can keep economic,military,and culture power to play significant role.
