Put simply,National maritime strategy is the art of tactical means,in order to fulfill objectives of National maritime stratetgy,rather than history and culture.
After all,experienced a series of history and culture impacts,the R.O.C.should be revised National maritime strategy.Revised strategy,which provide strategic doctrine to draw National maritime,and focus on shrink resources to response.In particular,showing that the surrounding maritime environment.
In turn,National maritime strategy shifted its will imply at the prospects for National policy deployment.Because the past of history and culture make Taiwan stagnated, limiting our country the depolyments useful to execute the strategy
Meanwhile,this is doubly worrisome considering that China has began deployed around in the China seas ; the proliferation of anti-access weaponry ; not only Taiwan,and the U.S. strategic status in the Western pacific has shaken.
Indeed,ambitious maritime-country should become partners with the United States to deploy the war-fighting the capacity of maritime strategy.
In short,partners need maritime strategy to confront threat and risk,in particular,resources.
How to re-integrate the maritime strategy ; first,we should have definite war-fighting objectives,models,and tactical means to work together all of war-fighting groups,including National citizens.Especially,we must answer about the South China Sea.
That how to answer about the maritime strategy?
While China may be potential adversary,but cannot deploy military strategies directed against China.
Besiege?Not really.
Indeed,Beijing was just using history and culture to persuade,that it was age-old of legend of hegemon.
Beijing different colonization Western empires,than it does not understand confidence.So,as no one knew whether China will substitute the United States.
After all,history and culture have been magnificent stories for the past,or Beijing insisted it was fated to do so.
So,fear not in any case,why give history and culture to live?
Despite that China rising is inevitable history-path,but might be it honest about this confident diplomacy?
Accordingly,the maritime strategy,China has no longer to endure ; since then,China has started the model of history and culture to bully people,especially,it is directed against Taiwan.
In the end,what is about Beijing’s intentions ; will help us catch sight of the future on that how history and culture deal with disputant water.

其實，如何管理國家海洋，並包括一個海岸防衛，這需要正名；

依據研讀美國海洋學理，中華民國應該要重新修訂國家海洋策略；

特別是，排除歷史與文化，不要賭上中國！

沒有甚麼，我們不能做或不會做甚麼；沒有地方，我們不能去或不會去！

如果是這樣，我們國家的海軍，海軍陸戰隊和海洋警察都在一個真正的屬於自己的戰術部署；

簡單地說，國家海洋策略是戰術手段的藝術，以滿足國家海洋策略目標；

而不是歷史與文化！

畢竟，經歷一系列的歷史與文化的衝擊，中華民國應該要重新修訂國家海洋策略；

策略修訂，這是提供策略原則來描繪國家海洋，與集中因應有限的資源；

特別是，說明國土周圍的海洋環境！

另言之，國家海洋策略的轉向，可能暗示國家政策部署的願景；

簡單來說，重整新世代海洋力量；

因為過去的歷史與文化讓台灣失去活力，限制我們國家可執行策略的部署！

同時，這是令人擔心的考慮，中國已經開始在周圍海域部署反介入武器的擴散，

不僅是台灣，美國的西太平洋策略地位已經動搖；

其實，有雄心的海洋國家，應該與美國成為夥伴來部署海洋策略的作戰能力；

總之，夥伴需要海洋策略來面對威脅與風險，特別是，資源！

那如何重整海洋策略？

首先，我們應該有明確的作戰目標，模式與戰術手段來整合所有的作戰體；

包括，國家公民，尤其是，我們必須回答關於南中國海！

那怎麼回答海洋策略?

雖然，中國可能是潛在性敵人，但是，不能部署軍事策略針對中國；

圍堵?不是！

其實，北京僅是使用歷史與文化來說服，這是一個古老的霸主傳說；

北京不同於西方的殖民帝國，而是它不了解互信；

是以，沒有人知道中國會不會取代美國？

畢竟，歷史與文化曾經是過去的偉大故事，或注定北京堅持這樣做；

所以，不要害怕，在任何情況下，為什麼給歷史與文化留一條路？

即使中國興起是無可避免的歷史路徑，但是不是真誠的互信外交？

因此，海洋策略的部署，中國不再容忍；

但自那時起，中國已經啟動歷史與文化的模式來欺負人，特別是，針對台灣；

最後是，關於北京的目標；

還是幫助我們一睹歷史與文化如何處理未來的爭議海域？
