不可否認,土共和美國,言之有理,因為國家政綱&國家安全&國家發展是硬道理;

沒有了國家發展就沒有國家政綱,這是也扯不上任何國際法和歷史論述;

Preface
Today,the national leardership must own more prosperous and safer of strategy to face challenges and opportunities tomorrow.
This is a sense of responsibility.
summary:
Today,in the twenty-first century, however,the century will probably have rare unusual opportunity to make nation more progress in the safer and prosperous.
It cannot denied that the mission and duty of the national constitution is protecting national security and people,territory,including,life pattern.
Developing the national power means says:" global perception".
It is able to provide more and more opportunities for national development and strengthen nation's political stability.in particular, peaceful conflict resolution .
Therefore,at the same time,will face more and more unusual complicacy,because it will destroy rapid growth economic and political stability in many countries.
So,the natiuonal political program is closely linked by national security strategy.
The concept is a explaination,in which,to advance national intereats and face opportunities and dangers.
The goals that makes nation have power and stronger leadership to promote national goals of safer and prosperous of China.
The should be national advantage.

So, the national political program& security strategy should have three  goals objectives are:
1.To strengthen national security with effective diplomacy and with military power.
2,To promote nation's economic growth and prosperity.
3,To promote democracy development.
Achieving these objectives that must operate leadership of integration ,take advantage and cooperation to change national security, economic and political structures,in which,promote peace and prosperity.

The conditions necessary for national interests and values .
To sum up,the political program priorities advance national security and development core objectives.

前言:
今天,國家領導,必須擁有一個安全和繁榮的戰略,來面對明天的挑戰和機會.
概論:
在二十一世紀的今天,然而,百年,可能是一個難得的機會,讓國家在安全和繁榮上,更加進步;
不可否認,國家憲法的使命和義務,就是保護國家安全和民眾,領土,包括生活模式;
國家發展實力是普世認知;
它能夠提供,對國家發展越來越多的機會,和,加強國家的政治穩定,特別是,和平解決衝突;
即使,同時,也將會面對越來越多的複雜危險性,因為,這是在許多國家,將會破壞迅速增長的經濟和政治繁榮;
所以,國家政綱是和國家安全戰略是息息相關;
它說明一個理念來推動國家利益來面對,機會和危險;

必須使用領導力量的整合,利用和合作,來改變國家的安全,政治和經濟結構,以促進繁榮跟和平;
這是國家利益和價值觀的必要條件.
總之,政綱重點,促進國家安全和發展的核心目標.
