所謂的土地徵收,應該是在全面農業發展計畫的基礎上,作為行政執行事項來回應政府的施政基礎;
所以,在制定土地徵收法案,政府應該考量,所有可以操作的行政技術,包括,運用特別人員和國家元首的行政命令,等等;
不可否認,模式應該是保證,平行或一致性的作戰行動;
特別是,有相關性政府單位;
簡單來說,這是聯合作戰行動之一;
不可否認,現行的農業政策有關於土地徵收,將如果繼續進行,決定關於可能的補償或執行的任何變化,應該是,在現有的政策作延遲;
政府不應該有避免透露相關政策方面的意見和繼續接受處理申訴;
