(二)，中國海軍藍圖新的全球出擊

According with the China has been painting of how it will safeguard in the sea ; first , to promising not to shoot first,but promising to counterattack if attacked as in potential threats what it thinks.

Noteworthily, the tensions of disputed areas of the South China Sea will raise the bad feeling of the United States over China.Especially,the

Chinese state media spoke of war with the United States as unavoidable,and indeed,it is giving offense from history and culture.

Put simply,China argues that the global consensus over accommodating China’s rise to have given way to China.

Indeed,China still remains to follow Mao Zedong’s doctrine of “active defense ; put simply, "I never threw the first punch,but I threw the second four".

At the same time, although,the National superiority buils new base, it lets the ongoing change of China into a a real marttime country,and puts on ocean,offensive naval operations

In other words,the prospection imagines a much bigger, global role for "the China's Dream"; in turn,the facing the United States is almost unavoidable.

Changes will be peaceful, but history and culture sure seem fear in Beijing.

Indeed,in the predictable future,a global war is differently,so,put simply,a virtuous,global environment of cooperation,mutual benefit,stability,and security will be an irresistible trade of the era.

But that doesn’t mean that it is in charge of day-to-day affairs from China ; after all,history and culture violence extremism and terrorism have been bcome by new threats - a potentially crisis and conflict.

Merits special attention,hisotry and culture from hegemonism and interventionism.

Put simply,China cannot break away from the shamefulness of a 5,000-year old civilization.

But fcaes in new era of circumstances, the National and Homeland security issues confronting China should extend interdisciplinary-integrations of Ending of history to respond its complex geostrategic environment,China's various threats and challenges in all its strategic deployments and security domains,rather than history and culture.

Especially,when China comes to the South China Sea.

In fact,about the issues involving China’s territorial sovereignty and maritime rights and interests ; and it cannot denied that other countries take provocative actions in the sea,even they have illegally occupied-military islands.

For instance,the U.S.Navy is maintaining close-in air and sea surveillance and reconnaissance which it is a assistance for China to protect its maritime rights and interests.

Since activities on land characteristic whose history and culture is disputed have fired off tensions with the United States, Vietnam, the

Philippines, and even Japan,which is sparking the resurrection of the Communism.

In the end,for a China's traditional mentality must be given up and ended ; after all,a maritime power strategic deployment is to support and provide maritime security,and engagement of maritime cooperation which still remains to develop a modern maritime military force and National security,and maintain its national sovereignty and maritime interests,rather than history and culture.

Importantly,the whole of China’s ports and bases across the Indian Ocean.

(二)，中國海軍藍圖，新的全球出擊

端視中國已經繪出如何在大海上防衛願景；

首先，承諾絕不開第一槍，但承諾反擊，如果它認為被潛在性威脅所攻擊！

值得注意的是，南中國海爭議區域緊張情勢，可能提高美國對中國的不滿；

特別是中國官方媒體說與美國的戰爭是無可避免的；

其實，這是歷史與文化的挑釁！

簡單來說，中國認為，中國崛起全球有必要性共識讓位給中國！

其實，中國還是依循毛澤東學理－＂主動防衛＂，簡單來說，＂我不先出手，但反擊猛烈！＂

與此同時，雖然，國家實力有了新的基礎，

它讓中國正在進行的改變成一個真正的海洋國家，並提出大洋海軍作戰行動；

換句話說，中國夢描繪願景是比以前一個更大的全球性的作用；

另言之，面對美國，可能是幾乎無可避免的衝突！

改變可能是和平的，但北京的歷史與文化，似乎確實讓人害怕！

其實，在能夠預期的未來全球情勢，還是有希望保持穩定與安全，全球戰爭的可能性很小；

簡單來說，一個良性的的全球環境，合作，互利，穩定與安全是無可阻擋的世代趨勢！

但是，這並不意味是中國當家；

畢竟，暴力歷史與文化極端主義與恐怖主義已經成為新的威脅－一類潛在性危機與衝突！

特別值得注意的是，歷史與文化的霸權與干涉主義！

簡單來說，中國無法擺脫一個五千年歷史文明的恥辱！

但是，面對新世代情勢，

中國所遭遇國家與國土安全問題應該擴展到終結歷史的多學類整合來反應複雜的地緣政治環境，

中國所有的安全領域與策略部署的各類挑戰與威脅，而不是歷史與文化！

特別是，當中國涉及到南中國海；

其實，關於中國領土主權與海洋權益的問題，不可否認，其他國家採取海洋挑釁行動，甚至，軍事非法占領島嶼；

舉例來說，美國海軍保持近距離空中與海上監視和偵察，這是為中國維護海洋權益的幫助；

因為歷史與文化的爭議引爆與美國，越南，菲律賓，甚至，日本的緊張情勢，

另言之，共產主義的復活引發和平的土地特色活動！

總之，對於中國的傳統心態必須放棄與終結；

畢竟，一個海洋國家策略部署是提供與支持海洋安全性與參與海洋合作，

這才是發展現代海洋軍事武力，國家安全，與維護國家主權和海洋利益，而不是歷史與文化！

更重要的是，中國在整個印度洋港口與基地！
