建立獨立的國防軍
獨立與有效地應對國防軍的挑戰和機會。
什麼樣的戰鬥行動應該轉移給國防軍,它是否可以保留必要的職業領域,以及它將面臨什麼挑戰。
將新模式作戰轉移到國防軍。
我們需要考慮到效率,獨立性,有效性和認同之鄉的目標,這些目標將轉移到國防軍。
在進一步明確國防軍的任務之前,某些軍事單位可能會停留在目前的服役中,例如,國防部的大多數作戰單位和相關情報部門應移至國土安全。
國防軍-應該包括對部隊的獨立性,和身份。至關重要的關鍵職能,例如。作戰概念和學說發展。

but to deliver on our traditional priorities of readiness,moderniation,and reform.

Establishing a independent National Defense Force
The independent and effective for challenges and opportunities of the National defense force.
What war-fighting activities should transfer to the National Force,whether it can keep the necessary career fields,and what challenges it will face.
Transferring new model of the war-fighting ctivities to the National Force.
We need to take into account the objectives of efficiency,independence,effectiveness,and homeland of identity,which would be transferred to the National Force.
Some military units may reside in their current services until the National Force missions are further clarified.
Such as,the majority of operational units,and associated intelligence units in the Department of Defense should be moved into the Homeland Security.
The National Force - should include crucial functions that are vital to the independence and identity of the service,such as,operational concepts and doctrine development.
The transfers will likely create new unity between the National Defense Force and Taiwanese people they support. 
Maintaining the status quo of traditional fields
The National Defense Force will need people skilled in new model of operations,intelligence,and new scientific disciplines. 
Further Challenges
This is the first time the Taiwanese military will need to create a new organization separate from Left-wing's history and culture.
The Air Force,the Marine Corps,
Special Operations Command,and the Coast Guard had similar origins. 
Lessons from those cases suggest additional challenges the National Defense Force will need to face.
Become more than a force enabler:
The Traditional Taiwan and History suggests that,if the National Defense Force is limited to being a force enabler rather than directly engaging in fight,then it will have difficulty demonstrating its effectiveness
Maintain the status quo of leverage within other defense force,the big size of the National Defense Force will result in it having less Left-wing's bureaucratic and political leverage.

Recommendations to Tsai Ing-wen
The analysis suggests that the National Defense Force should pursue the positive actions to increase its likelihood of developing into a successful organization.
Define and clarify the National Defense Force warfighting missions:
Develop and promulgate a coherent warfighting theory,both to indoctrinate solider personnel and to foster the development of a distinct identity and philosophy.
Develop weapon and support systems to bring substance to theory and to help make the National Defense Force a real warfighting service.
To survive over time,the National Defense Force will likely need a powerful Taiwanese people constituency,to advocate for its own positions,independent of the rest of Left-wing's history and culture.
Find creative ways to develop senior commanders.
Establish liaisons and new relationships with Taiwanese people,who to effectively support unique ready-fighting requirements.
