But,as north Taiwan marine resources should have consideration and measure the different demands . 

The ocean sightseeing policy is able to let available for citizen comment .
And in accordance with the ocean sightseeing policy to combine coastal and marine spatial planning , and the same time ,with cooperation more join from the scientific community.
So,ocean sightseeing should depends on science based decision making.
To operate best available science for northen Taiwan ocean resources as better than before.
The ocean sightseeing policy has to be jain superiority.

嘗試發展,海洋觀光政策;
平心而論,這是國家政策內的海洋觀光政策和海岸線,也是彌足重要;
特別是航運和漁業,然而應該還是要分開處理;
但是還是能夠改變,一點點地;
不可否認,建構海洋觀光政策,應該是包括中央政府單位;
即使也沒有權力發布規範;
但是呢?對北台灣的海洋資源,還是有不同需求的考量和步驟;
海洋觀光政策可以讓民眾發表意見;

所以,海洋觀光應該是以科學為基礎的政策;
使用最好的科學,讓北台灣的海洋資源更好;
海洋觀光政策必須是聯合作戰.

蔡英文前進八里 談海洋觀光政策

〔記者郭顏慧／北縣報導〕民進黨新北市長參選人蔡英文昨天前往八里風帆碼頭，與風帆業者、選手座談，她表示，當選後將把八里打造成結合陸、海、山「三度空間」休閒產業的據點，並推動興建觀音山纜車，鼓勵民間業者參與投資，帶動地方繁榮。

在幕僚陪同下，蔡英文前晚啟動第二站淡水、八里幸福行腳行程，晚間夜宿平價飯店，與三芝等地藝術家座談，昨天一早前往八里永續環境中心、挖子尾自然保留區及挖子尾聚落了解當地濕地保育情形，隨後轉往八里風帆碼頭參觀，聽取業者講述產業現況。

蔡英文說，淡水河口是台灣接軌世界開始的地方，具有很多人文歷史的遺跡，希望再往前開發、做更好改善，讓這個地區的開發符合新北市走向現代都會的共同期待。

蔡英文說，很多人認為帆船是國外運動，是有錢人的運動，既然新北市有這麼好的地理條件就不該浪費，她當選後，將擴充帆船休閒產業，鼓勵更多人從事這項運動，變成淡水河的在地運動與特色活動，讓國際走進八里。

蔡英文也提及興建「觀音山纜車」的看法，她說，纜車是提了很久的事，如果讓業者自行規劃會受到很多先天上的限制，應該由市府規劃，至於實際執行經營則可鼓勵民間參與。
